I always believed Trump signed off on COG.
This would have happened January 20th, 2020 before he left DC.

Once federalized only the POTUS has the authority to send the NG authority back to the States Governors.

How can we be sure of this?

Trump is commanding a federalized NG and can send them to cities and States like D.C., Chicago, California, Minnesota, NYC.
